An overwhelming number of voters believe the United States is involved in too many foreign conflicts and should pull back its troops, according to a new poll conducted for The Hill.

Seventy-two percent of those polled said the United States is fighting in too many places, with only 16 percent saying the current level of engagement represented an appropriate level. Twelve percent said they weren’t sure.

Among those who have heard at least a little about START, many more favor than oppose its ratification by the Senate (54% to 24%). Fully 66% of Democrats and 60% of independents want the Senate to ratify START. Republicans are divided – as many oppose (37%) as favor (37%) the treaty’s ratification. The small proportion who have heard a lot about the treaty are somewhat more likely than those who have heard a little to favor its ratification by the Senate (62% vs. 51%).

Americans largely support President Obama's timetable for withdrawing U.S. troops from Afghanistan beginning in July 2011, with 58% in favor and 38% opposed. Most who are opposed think no timetable should be set rather than favoring an earlier or later date.

Looking at other aspects of Obama's job performance, American voters:

* Approve 48 - 43 percent of the way he is handling foreign policy;
* Approve 45 - 40 percent of his handling of Afghanistan;
* Approve 49 - 41 percent of his handling of terrorism.

Obama's best marks continue to come on foreign policy, where 56 percent say they approve of his handling of the war in Afghanistan. This is his strongest rating on the matter since his major review of U.S. war policy, which resulted in his December decision to further increase troop levels there.

The poll was taken after Obama hosted a summit aimed at reducing nuclear weapons around the world. About half of those surveyed -- 49 percent -- say they approve of his handling of nuclear weapons policy; 37 percent disapprove.

American voters say 60 - 33 percent that the U.S. Senate should ratify the nuclear disarmament treaty President Barack Obama recently signed with Russia, according to a Quinnipiac University poll released today.

Voters support 70 - 28 percent the U.S. and Russia working to eliminate all nuclear weapons in the world.

There is a difference between how the public evaluates the President on domestic versus international issues. More Americans approve of how President Obama is handling terrorism and the wars in Iraq and Afghanistan. But when it comes to health care and the economy, majorities disapprove.

Obama remains more popular than Congress (22% approval), Republicans (30%), or Democrats generally (36%). The president also got a boost on Iraq (55% approve) and Afghanistan (57% approve).

Voter confidence in America's conduct of the War on Terror has reached its highest level since last May.

The latest Rasmussen Reports national telephone survey finds that 50% of likely voters now believe the United States and its allies are winning the War on Terror, up 12 points from last month and 14 points from late December.

Only 21% now believe the terrorists hold the advantage, down 10 points from January and the lowest level measured since last August.
